AXELOS manages and develops the Information Technology Infrastructure Library (ITIL). According to the AXELOS website,

ITIL is the most widely accepted approach to IT service management in the world. ITIL can help individuals and organizations use IT to realize business change, transformation, and growth. [1]

The paper’s views on ITIL’s applicability in cloud computing migrations are based on this assertion.

The introduction briefly mentions what cloud computing is and then delves into its connection with ITIL, making the fundamentals of cloud computing assumed knowledge for reading. More clarity would be helpful to the audience, specifically when the authors state that the previous implementation of ITIL is not a deterrence and that ITIL can still be used in performing cloud migration. This will ensure that novice IT technicians have clarity.

The paper outlines the methodology used, including a case study and action research. Readers should be aware that the case study is based solely on one industry. The advantages of cloud computing, including redundancy, disaster recovery, scalability, and high availability, to name a few, are further illustrated.

Section 3 discusses the applicability of ITIL process modules in cloud computing migrations using the proposed framework. The challenge of finding an organization to validate the framework is also clearly stated.

The last section--two-thirds of the paper--focuses on how the ITIL books map into the proposed framework. The ITIL books covered include service strategy, service design, service transition, service operation, and continual service improvement.

Novices to the IT field will get the most out of this paper.
