Analyzing e-governance mainstays on municipalities Websites

This paper evaluates local government Web sites--30 municipalities that constitute the Bueno Aires Urban Cone--with regard to the adoption of information and communication technologies (ICT) tools. This evaluation looks at various aspects from the National Bureau for Information Technologies (ONTI) and the World Wide Web Consortium (W3C). The authors’ approach is based on UNESCO’s e-governance definition, and the methodology used analyzes whether the design and contents contribute “to [achieving] a high level of: e-democracy, e-services, e-transparency and active and passive communication.”

The paper has very interesting extracts from ONTI, W3C, and other international publications, which can be applied to many other situations. In Section 9, “Future Works,” the authors describe the need for a template as a “model to reach [a] unified design standard.” In the future, this research team plans to work on “mobile governance (m-government) applied to municipal websites.”
