Twenty-six words ... have created the modern Internet: ‘No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider.’ Those words are part of Section 230 of the Communications Decency Act of 1996, written by an odd pairing of congressman: California Republican Chris Cox and Oregon Democrat Ron Wyden. The twenty-six words would come to mean that, with few exceptions, websites and Internet service providers are not liable for the comments, pictures, and videos that their users and subscribers post, no matter how vile or damaging. The services retain this broad immunity even if they edit or delete some user content.
